Erroneous VAC Bans Are Reversed, and Viewmodel Shadows Get Sharper

A bug that caused a small number of users to receive an erroneous VAC ban is fixed, and those bans will be removed. Shadow fidelity on view models was improved, and a local client icon cache was added for inventory items.
